THE VESTAL NEIGHBORHOOD

 

Vestal home

  • Vestal was selected as a Bicentennial Neighborhood in 1997. A total of $6.5 million in private and public funding was awarded for housing and infrastructure improvements.
  • Since 1997, 42 homes have been rehabilitated or replaced in the neighborhood. The city and county continue to sign contracts to rehabilitate deteriorated homes.
  • Other planned public improvements include creating new greenways, and improving transportation and infrastructure facilities.
  • Vestal is within Knoxville’s Empowerment Zone (a $100 million federal grant program for economic development and community improvement).
  • Much of the neighborhood is zoned industrial (I-2 and I-3). A general rezoning of the non-conforming use areas to residential (R-1A and R-2) will be needed.
  • Higher crime rates remained an issue within the neighborhood.
