James White Parkway (South Knoxville Boulevard)
The extension of the James White Parkway (Phase II) will have profound effects on the development patterns along the corridor and traffic patterns on many roads within this sector. The opportunity to add sidewalks/bike lanes/greenways along the James White Parkway extension should be explored.

Airport
The Knoxville Downtown Island Airport located on Dickinson Island is a public airport designated to relieve air traffic loads for McGhee Tyson Airport. It is designed for small aircraft with a gross weight of less than 12,500 pounds.

Bicycling
Most of the roads in this sector are not designed for safe bicycling.

Sidewalks
Most sidewalks in this sector are in need of repair.

Rail
There are three railroad lines that make up 21 at-grade crossings in this sector.

  • The CSX Railroad runs from Cincinnati to Atlanta and carries forty trains per day at its maximum capacity.
  • The Northfolk-Southern Railroad runs from downtown Knoxville to Alcoa Aluminum in Blount County, with one train per day. The Gulf & Ohio Railroad also serves companies along the waterfront: the Holston Gases Company has 2-3 trains per month and the Volunteer Asphalt Company (VOLASCO), located east of Ijams Nature Center, has about one train per month
  • There is only one lane under the railroad bridge on the following underpasses: Scottish Pike, Blount Avenue, and Edington Road.

Traffic Counts
The completion of the first segment of the James White Parkway in 1994 could be the contributing factor that resulted in a more than 50% increase in traffic volume between 1993 and 2000 at the following roadway intersections:
