SCHOOLS

  • Three of the four elementary schools have declined in enrollment between 1995 and 2001. The change reflects a decreasing population under age eleven.
  • South Knoxville Elementary is 62% under capacity, partly due to the opening of Dogwood Elementary, which draws students to a school with newer facilities. The Knox County School System Audit Report, released recently by a consultant, recommends closing the South Knoxville Elementary School.
  • South City Sector has several closed school sites:
      1. Anderson School site - currently leased to the Head Start Program for preschool students
      2. Galbraith School site - currently leased to the Carpenter’s Union
      3. South High School site - currently used as a technology center for school students
      4. Giffen School site - Knox County surplus
      5. Flenniken School site - has been sold and will be converted to office use.
Parental Responsibility Zone
(PRZ) MPC’s Sidewalk Study Report completed in 2000 found that South Knoxville Elementary and Dogwood Elementary schools are ranked with the highest need for sidewalks within the PRZ of those schools.

PUBLIC LIBRARY

  • The Bonny Kate Branch Library located at 7728 Martin Mill Pike opened in August 2000.
  • A branch library is also located at the Bi-Lo shopping center on Chapman Highway.

PUBLIC SAFETY

  • The Knoxville Police Department‘s 1999 Crime Hot Spot Analysis found high burglary crime rates in several areas of the South City Sector. These are the Montgomery Village area and the multifamily areas on Lippencott Street.

UTILITIES

  • Sanitary sewer overflows occur along some sections of Maryville Pike and Blount Avenue after heavy rainfall.

The Tennessee School for the Deaf (TSD) is a state-funded facility that provides consulting, diagnostic and educational services for deaf students. The campus was built in 1924 and is listed on the National Register of Historic Places.

The Development Plan
