Land Use Plan – Draft
The Land Use Plan has a time horizon of 15 years and is the basis for land development, conservation and rezoning decisions. The zoning decisions are made periodically through recommendations of the Metropolitan Planning Commission and the zoning approvals by City Council or County Commission.

This plan has six mixed use districts which are labeled on the map (ex: MU-NCo1). Mixed use districts recognize that a defined area is capable of supporting different types of land uses that do not fit under just one specific land use classification. Green Infrastructure Plan – Draft
Green infrastructure is a planned and managed network in both the natural and built environment. A well-connected green infrastructure system has both environmental and economic benefits to communities. These benefits include clean air and water, increased property values, and healthier citizens.
The Green Infrastructure Plan incorporates the components of the Knoxville-Knox County Park, Recreation and Greenways Plan; the Legacy Park’s initiatives; the Hillside and Ridgetop Protection Plan; the Knox County and City of Knoxville Stormwater Ordinances; and the Knoxville-Knox County Tree Conservation and Planting Plan.

Parks, Greenway and Community Facilities Plan – Draft
This portion of the plan is directed to future parks and other public facilities that are needed for community growth and provided in a prudent manner in relation to the conservation of scenic, historical and environmental assets. The only change to this plan from the one was presented in the background report will be the addition of a greenway connection from Clayton Park in Halls to Halls Elementary School.

Transportation Plan – Draft
The transportation plan provides an overview of the projects that are included in the Knoxville Regional Transportation Planning Organization (TPO) Long Range Mobility Plan (LRMP), proposed sidewalks in the Parental Responsibility Zone’s around schools and others indentified as during the process of updating the sector plan.
The Planned Roadway Improvements map is not proposed to be changed at this time from the one presented in the background report. A discussion of those improvements is in the background report.
