Members Present - Councilmen Joe Hultquist and Chris Woodhull (Co-Chairs), John Finger, Margaret Gripshover, Pat Harmon, Jim Hagerman, Lynne Miller, Barry Neal, Don McLean, Bob Petrone, Eugene Robinson, Dean Shipley, and Sylvia Woods. Mike Conger from the TPO was present, along with Renee Davis from MPC, and Mike Dunthorn from the City of Knoxville’s Community Development Office. Also attending were Paul Bebe and Glenn Malone from TDOT, David Kitts and Jeannie Dulaney Leadership Knoxville, along with additional members of the community, including Monte Stanley. Guest Speakers were Harry Moore, a professional geologist for TDOT, and Karen Nolt, the Knox County Parks and Greenways Coordinator. Participants enjoyed refreshments and informal discussion during a meet and greet social time beginning at 5 PM. At 5:30, Councilman Joe Hultquist welcomed everyone and thanked them for coming. Harry Moore presented to the task force a detailed description of what karst topography is, what problems are caused by sinkholes, and how these problems can be avoided and mitigated. Karen Nolt reviewed open space preservation efforts that are ongoing in the south and east Knox County communities along with some advice and opportunities for partnering with TDOT to set aside open space and create greenways as a way to mitigate impacts of the JWP extension. Specific opportunities can be investigated further during the next steps of the project. Copies of the draft JWP recommendation were distributed to all task force members for review during the week of November 8-15, and all comments and proposed changes to the language should be sent to Renee Davis by the morning of Nov. 15 for the drafting subcommittee to discuss the final subcommittee meeting. A City Council workshop to discuss the project is scheduled for Thursday, November 18. It is anticipated that the final draft will be available for review by then and will be distributed at that meeting. Additional information on how sign-off will occur is to be forthcoming, but anyone with any concerns is asked to contact Councilman Hultquist as soon as possible.
