Study Area The study area for the urban design plan, transportation analysis and design guidelines is defined as Cumberland Avenue from Seventeenth Street on the east to the railroad tracks just west of Twenty Second St. on the west, including both sides of Clinch Avenue to the north and Lake Avenue to the south. The study area for the transportation analysis includes a broader area from I-40 to the north, Neyland Drive on the west and south and Henley Street to the east in order to assess the potential impacts that changes to Cumberland Avenue may have on the surrounding street system.
