The attached amendment to the TO (Technology Overlay) zone of the Knox County Zoning Ordinance was requested by the Tennessee Technology Corridor Development Authority Board of Commissioners. The rationale behind the request was to create a more streamlined process for the approval of minor changes to previously approved development plans. This new process would allow the TTCDA Executive Director, or designee, to certify minor changes to development plans, including plans for building, grading or sign permits, all of which require the approval of Certificate of Appropriateness by the TTCDA Board. Such staff approvals, however, could only be made if they are consistent with the guidelines described in the amendment, a copy of which is attached.
