APPROVE CR (Rural Commercial) zoning, on the portion of the site east of Andersonville Pike only.
Rural commercial uses are appropriate at this location because of the access to Norris Fwy. via the short crossover street to Andersonville Pike and because the site is located in such a way so that impacts to adjacent rural residential uses will be minimized. The portion of the site on the western side of Andersonville Pike is too small to develop under the CR standards, and omitting it will keep the CR zoned portion under the maximum 4 acres allowed in the CR zone.
