City Administration Requests Amendments to Zoning Ordinance to Clarify On-Premise Wayfinding Sign Regulations

The City of Knoxville Administration has requested that MPC prepare and make a recommendation to City Council regarding amendments to the City of Knoxville Zoning Ordinance to clarify and simplify regulations for on-premise wayfinding signs, often called directional signs. Current regulations have resulted in numerous requests for variances to allow adequate wayfinding signs on large, campus-like developments.

MPC staff will prepare an ordinance amendment for consideration by MPC at its January 13, 2010 meeting.

City Council Requests MPC Review and Make Recommendations on Amendments to the OS-1 (Open Space Preservation) Zone District and Consider Adding a Parks Zone District.

At its October 19th, 2010 meeting City Council requested MPC conduct an evaluation of the OS-1 (Open Space Preservation) zone district and consider adding a new Parks zone district to the City of Knoxville zoning ordinance.

The current OS-1 zone district has been used for active city parks and recreation facilities but has regulations that make it more suitable for passive open spaces and natural areas. MPC will review the OS-1 regulations and make recommendations to amend the ordinance. In addition, a new district for active parks and recreation facilities will be prepared for consideration.

Drafts New Heart of Knoxville Residential Zone District Regulations.

MPC staff has proposed a new residential zone district, called R-1HK, that could be used in neighborhoods developed in Knoxville prior to World War II that currently do not meet the requirements of the more prevalent low density residential (R-1 and R-1A) zone districts.

Neighborhoods that do not fit the R-1 and R-1A district regulations and do not have the protection of a Historic (H-1) or Neighborhood Conservation (NC-1) overlay district may wish to consider rezoning to R-1HK, if adopted, to allow infill development within the requirements and standards proposed.

This proposed district will be posted on the MPC website while the proposal is under review by City of Knoxville staff. Prior to bringing forward a recommendation for consideration by the Planning Commission MPC staff will schedule a public meeting.

MPC Drafts New EN District Regulations to Replace Existing R-1EN District in the City of Knoxville Zoning Ordinance
.

MPC staff has drafted new regulations for neighborhoods that are currently zoned Established Neighborhood (R-1EN) district and for areas that are considering the protection of this zone district in the future.

The proposed regulations are now called Established Neighborhood (EN) zone district. The R-1EN regulations for neighborhoods previously rezoned are incorporated within the proposed regulations and, if adopted, will be called EN-1 zone district. Newly zoned neighborhoods could adopt the EN-1 regulations or make modifications specific to their neighborhood, which would then be codified as EN-2 in order to differentiate these regulations from previously rezoned areas.

MPC staff is currently working with the Westmoreland Heights neighborhood to become the first area designated as EN-2.

This recommended amendment will be posted on the MPC website while the proposal is under review by City of Knoxville staff. Prior to bringing forward a recommendation for consideration by the Planning Commission MPC staff will schedule a public meeting.
